First off, there's no scientific proof that cutting your hair on the full moon will make it grow faster. I happen to love spooky little factoids of information and, really, there's nothing to lose on trying it out except for dead ends. And you'll have your haircuts planned out for the next year!
During the waxing lunar phase (when the moon is growing in size), a haircut will encourage growth, right up until the full moon. According to superstitions, at its largest, the full moon has the most power which is normally attributed to healing and rejuvenation. Think of it like the "werewolf effect": The full moon makes hair grow fast, thick and long.
The average rate of hair growth per month is about half an inch or 6 inches per year. If you cut a quarter of an inch per monthly haircut to ensure no damage travels further up the strand and that will still leave you 3 inches of growth per year.
* Remember, some people's hair grows faster and some people cause excessive chemical and heat damage to their hair so your average rate of growth may differ from your roots to your ends ;)
